Areas of work


The Government Office has three responsibilities:
  • Local Self-Government Department
  • Regional Development Department
  • EU Cohesion Policy Department
The Office performs the following tasks:
  • coordinating the inter-ministerial preparation and harmonisation of framework agreements with the EU, on the basis of which Slovenia can receive funds from the EU budget;
  • performing the management function in the area of the Structural Funds and the Cohesion Fund;
  • coordinating, monitoring and evaluating the work of the ministries, government services as well as other public bodies and services involved in the implementation of Structural Policy tasks and reporting on the findings to the Government of the Republic of Slovenia;
  • establishing and maintaining a functioning information system for the purpose of monitoring and evaluating the National Development Plan and the Single Programming Document;
  • performing other expert tasks in accordance with the rules and decisions of the Slovene Government.

Areas of Local Self-Government

  • preparing system regulations in the field of the organization, functioning and financing of municipalities,
  • coordinating the work with the ministries and other bodies in the preparation of system solutions and regulations in the field of the organization, functioning and financing of municipalities,
  • ensuring the implementation of the European Charter on Local Self-Government and the legislation in the field of the organization, functioning and financing of municipalities,
  • directing and advising municipal bodies in securing legality of their work in the field of system regulations on local self-government,
  • preparing system analyses of local self-government,
  • providing professional assistance to municipalities and co-operating with the associations of municipalities,
  • participating in the Steering Committee on Local and Regional Democracy (CDLR) of the Council of Europe, with the delegation of the Congress of Local and Regional Authorities of Europe (CLRAE) and with the delegation of Committee of Regions (COR) of the European Union and  
  • co-operating with organizations, institutions and other bodies in foreign countries in the field of organization and implementation of local self-government,
  • setting-up a database for monitoring the operation of municipal bodies and a database for the support of municipalities and  
  • performing other tasks in the field of local self-government

Areas of Regional Development


  • coordinating activities of the implementation of the Promotion of Balanced Regional Development Act and the regional development policy and performing tasks of general management of direct regional incentives from the National Development Programme,
  • guiding the policy and monitoring the implementation of the work programme of the National Agency for Regional Development and the Public Fund of the Republic of Slovenia for Regional Development and Preservation of the Settlement of Slovene Rural Areas and others,
  • ensuring professional support to the Structural Policy Council, the Sustainable Development Council and the Development and Business Council for Slovenians Abroad,
  • implementing tasks in the area of interregional international development cooperation in particular cross-border development connections, the formation of euro-regions and scientific research cooperation with Slovenians abroad.

Areas of the EU Cohesion Policy

  • running preparations and harmonisation of strategic documents with the EU, on the basis of which Slovenia can receive funds from the EU budget,
  • performing general management tasks in the area of the Structural Funds and the Cohesion Fund arising from the Community acquis in force in the field of the cohesion policy,
  • coordinating, monitoring and evaluating the work of the ministries, government services as well as other public bodies and services involved in the implementation of the European cohesion policy and reporting on the findings to the Government of the Republic of Slovenia as well as performing other tasks in the field of the European cohesion policy.
